In response to growing demand and the evolving landscape of international education, Australia has introduced significant changes to its visa processing system. Ministerial Direction 107 (MD107), which previously governed offshore student visa applications, has been revoked and replaced by the newly established Ministerial Direction 111 (MD111). These changes are designed to streamline the student visa application process and ensure a more equitable distribution of international students across various educational providers.
What is Ministerial Direction 111?
MD111, which came into effect on 19 December 2024, marks a shift towards more structured and transparent processing of offshore Subclass 500 (Student) visas. The new system will prioritize certain student visa applications based on factors like institutional sustainability and enrolment quotas.
Key Features of Ministerial Direction 111:
- Priority Visa Processing (Priority 1 – High): Under MD111, offshore student visa applications linked to institutions that have not yet reached their prioritization threshold will receive high priority in processing. This means that applications from students planning to study at higher education and vocational education and training (VET) providers will be processed faster if the provider has not yet enrolled 80% of its allocated international students for 2025.
This is particularly advantageous for students planning to study at institutions with available capacity. It ensures quicker approval and visa issuance for those applying to universities and colleges in regional and smaller areas, which are also a focus of the new system.
- Standard Processing for Reached Thresholds (Priority 2 – Standard): Once a provider reaches 80% of its designated international student quota, applications for that provider will be processed at Priority 2, which means a standard processing rate. This aims to create a balance, preventing overcrowding at specific institutions while ensuring that visa processing remains fair and efficient across the country.
- Broad Inclusion of Educational Sectors: MD111 ensures that Priority 1 – High processing applies to a variety of sectors, including higher degree research students, students from Pacific Island nations and Timor-Leste, and those attending TAFE institutions or receiving scholarships. Additionally, students seeking enrolment in schools and those applying for higher education will benefit from priority processing until their chosen provider meets its enrolment threshold.
- A Balanced Approach to International Education: The goal of MD111 is to ensure that international students are distributed across Australia’s educational institutions in a way that is sustainable and that takes into account the capacity of providers to offer quality education and services. This includes not only universities and large institutions but also regional and small providers that play a crucial role in Australia’s education system.
Why the Change?
The Australian Government introduced these changes after recognizing that the previous system under MD107 led to uneven impacts on educational providers. With an increase in international student numbers, especially post-pandemic, MD107 did not sufficiently account for the varying capacities of institutions, which led to challenges in managing student visas effectively. MD111 aims to address these issues by creating a fairer and more efficient processing structure.
The changes come as part of the broader goal of ensuring that the international education sector remains sustainable, of high quality, and aligned with Australia’s immigration priorities. As we move into Semester 1 of 2025, the Department of Home Affairs is focused on processing offshore student visa applications efficiently, with an emphasis on early applications.
